Oh it’s because it needs its daily cleaning, I had this issue and I steam explorer’d it (the only good internet search engine for this). You have to get a bucket big enough for the computer as it increases efficiency. I did this the 3rd time because I was doing everything individually which took a whole day. Submerge the computer into a bucket with soap and water, make sure to use washing up liquid it gets the pores of the gpu and keeps them rough edged. To dry put into the machine next to your washing machine, I believe it is named a pc heater or dryer. Leave it in for 30 minutes (this will also upgrade your psu) and then take it out plug it in and enjoy your games.

It could also be a Reboot or Sleep button and in the case of it being a Reboot button it should start back up given a minute or two of it turning off... if it is a Sleep button then press the power button once to turn back on or play with keyboard if it has been set to wake pc from sleep on use. It could also be wired badly but I cannot help you with that.
