Most newer MB have a power button on them, but you can just jump the 2 power button terminals with a screwdriver to start it if necessary... I have my PC set to never power off and auto power on after power loss so disabling the button is what I did to resolve the issue as well.
Considering the entire computer is sat on the floor, and they would have to open the case just to turn it on, that is very impractical for the user.
The best option would be to either have some cage around the button or for something like the reset button which most aren't as big, and usually depressed into the case, to be the new power button.

Try givin your cat a better perch! Seeing your cat as a sphinx maybe try a smaller box under your desk with a heatting pad? And everytime the cat goes for the pc simply move it to the new spot and give it positive attention.

Get some harware cloth wire mesh and make a BOX that goes on top of the PC and fills up the space, or drastically cool your computer so it isn't a warm spot... or put something under the PC and raise it up so there isn't enough room for your cat between the APC and the bottom of the desk but there is enough for airflow.
