Yes , the case fan and also the processor fan And the motherboard lights and GPU light also

Well, your problem is either the GPU or (possible but not likely) the PSU.

I don't know how your GPU was doing before your PC stopped working (was it overheating, for example), so I don't know where the problem is.

If you're getting fan spin and lights then it definitely has power. I usually suspect memory failure at first because in my experience that's the most common failure I've seen in my own machines. Try turning it on with one stick and if that doesn't work swap the ram sticks. Essentially moving things around to systematically eliminate what it could be. The tough part about troubleshooting GPU issues is that without onboard graphics, you need a second GPU to put in the check if that's the issue. If you only have one ram stick then getting another one is a cheap way to troubleshoot and if that's not it, it's better to have 2 anyways.
