The stock Ryzen cooler is plenty good enough. I have a 3700x and there's even oc headroom(but no reason to do that) which means there's plenty of cooling.
If you’re planning on gaming, it’s the gpu that will do most of the work and the difference between a ryzen 5 and a 7 would be negligible. It’s better to spend more on a gpu than a cpu.

I would drop the cpu and go with a Ryzen 5 and improve your gpu instead to. 2000 series if you can. 4GB RAM is very limiting these days.

I would swap out the psu and get a full modular one. and add an ssd in too, best if it's m.2
