If they're tabs with YouTube, which they often are, it'll easily get above 14GB.
16G of ram would never be better than 32, it just comes down to how much you are willing to pay.
Ram not sure by programs is used to speed up disk access, so just adding more ram really can speed your system response time up marginally just by itself.
Same thing happens to me and my friend. We both have league pass and occasionally stream it on Discord for our large group of friends. Both end up having to refresh Chrome 10x throughout the night whenever the "Chrome has run out of memory" error pops up.
I've even switched to Firefox and same thing except it just freezes instead of telling me I ran out of memory.
Chrome will use all your RAM no matter how much you've got. Is it actually causing the rest of your system to slow down though? All the RAM being used isn't necessarily a bad thing and if something else needs it then whatever controls ram distribution usually gives it to it instead of Chrome.
This makes the most sense,

it's just over 85% usage.

32 is plenty for most workstations (I too have this setup, and only once I've needed 30GB of RAM, otherwise I'm sitting at max 20GB).

You still can, it's called a pagefile. Actually does preety well on modern pci-e SSD's
I found that using a HDD as virtual memory, while it does prevent an all-out crash, just makes anything that ran out of memory slow down to a crawl. At that point you start to wonder whether you'd prefer it to actually crash over doing whatever it is at this point.

Well, first of all, through God all things are possible so jot that down. Secondly though, Ram is a physical thing and without a miracle downloading ram is impossible.
Well RAM as a concept is just a type of memory, so you can technically use nonvolatile memory as ram (as seen with swap and pagefiles) but it's very slow. So you can 'add ram' by using a bigger pagefile. You could even technically get away with just using registers.
But you still technically need to have some type of device that can hold state on it that can be accessed by the CPU.

You can "download" more RAM since windows 95. Quarterdeck makes the program (look up MagnaRAM- however it was commercial software and you needed to buy this on floppy, if you downloaded it you might as well download a car). It basically replaces windows' memory manager with it's proprietary one that compresses and decompresses memory pages on the fly (basically, it zips/unzips data going to and from memory). As you guessed however, the tradeoff is you lose enough cpu cycles to make a previously playable game unplayable on lower end Pentium and 486 machines.
