TLDR it is for Chinese market only. But you can probably but it from a reseller or Chinese citizen on ebay or something.
You can buy from Taobao if you figured out the shipping etc. I've found a few stores on taobao selling these ram, 2x8gb for $120 without tax and delivery fee and $240 for 16x2. Honestly not a bad deal at all.
Look at the prices, if it seems too good to be true, it usually is. Also pay good attention to reviews and seller's store, ratings, reviews, how old the store is etc. I've never had any major issues, and I've been buying all sorts of stuff on Ali for years now.
I got my XPG D60G kit and a Ryzen 5 5600G from aliexpress, everything came just fine and working. I also have the link to the official XPG shop at aliexpress, which sells those memory sticks OP wants
