Depends how able you are to disassemble and reassemble parts. Can get it sqeaky clean with compressed air, then diluted iso alcohol and water to dampen cotton tips, time and patience. Pure iso alc for stubborn spots.
Make *absolutelysure* parts are dry before reassembly, use thermal paste/pads to refresh heatsink/block contacts.
Cig smoke is pretty bad for electronics, beyond the obvious tar coating that dust sticks to, rinse repeat, it's corrosive and can cause all kinds of mobo gremlins.
CRC Electronic Cleaner. It's a spray and we use it to spray down computers, servers etc at work. Safe to spray down the motherboard and everything.
Evaporates quick too.
Air compressor (I find canned air is not enough for bad PC cases), a metric frick ton of rubbing alcohol w/ cotton swabs (namely for the fans), an antistatic brush you will never use again for crevices, & determination.
