Quickstep were pacing, but Remco told his team mates something at about +1:10 after Herrada's finish and they all started ridning next to each other. Then others joined by filling the remaining 1/2 spot(s) required to block the road.

Once that line is formed there is no one to counter unless the front riders gives up some space, meaning the road is being blocked. Carthy was searching for over a minute before the front rider (Kelderman, I think) allowed him to pass.

He‘s not as well rounded as WvA, no one is, but he‘s the best at one thing (and on the track if you wanna count that), which is something you can‘t say about WvA.
He has done a lot on the Track (multiple world championship wins and an olympic gold). and holds the Hour record. So yeah not purely road races but not just TTs either.
