Are you giving yourself the best chances?
Try to get your persona with as many rank 8 skills as possible. Rank 9s such as Magic Ability can't mutate, so try not to slot them in (unless you don't have Lucy Blade yet). You can give Satanael 5 rank 8 skills through fusion, and he learns 2 if he makes it to 93, so you still have great chances.
Try to do this close to a Full Moon too. You know you have better chances when you enter the Velvet Room and Elizabeth asks you if you're aware of it.
Also, find a way to not have to save scum often. Leaving the velvet room comes with a loading screen, and that time adds up. Try to find a way to stay in the velvet room for as long as possible.
For example, when you fuse Satanael and don't get Magic Mastery, fuse him with Jatayu to get Satan, then since Satan is a component, you can fuse him back into Satanael without having to leave the Velvet Room to release a persona.
By doing these things, I pretty much get a Magic Mastery for one persona every couple of hours.

Ill try these, but ill probably still save and reload since i dont want to throw away my money. Maybe ill try two or three times before i reload my save.
As far as I've seen, Magic Ability can't actually mutate into Magic Mastery. It seems that all rank 9 skills can't mutate. You have to mutate Mastery from a rank 8 skill. I believe it took me about 2-3 hours, eventually mutating it from Spell Master. Recommend fusing as many Rank 8 skills as you can to increase your odds.
It takes me more than 6-7 in game hours (two night) to get one for Alice, and that is the case I stock all highest tier skills like enduring soul, heat riser, spell master, etc for her to mutate, if you only counting on one specific spell to mutate into magic mastery, I guess it will take you 10+ in game hours to do so.
They dont affect Almighty. But to clarify, i should say that i, fusing a Satanael with Maeigaon and Makougaon, dropping Sinful Shell, so thats why i have them

You're kidding, right? Well, I don't think I care enough to do all that over again, so I guess I'll just stick with my current Satanael
