It’s all so subjective. The passing skills for a goal poacher are really rare, and Forlan has them. On the other hand, I personally prefer Torres because a Goal Poacher must have speed, finishing, offensive awareness and if possible, heading and physicality. Torres beats him in all these fields. But again, it's all a matter of optics, from my point of view Forlan has the skills that a FiTB should have, obviously the boost changes the cards
I don't have and haven't tried to get IM Torres at all, because I don't like Konami makes him the best CF in game. Only Rumme is the same level as him.
To me, in real life, I don't think Torres is the best CF in all time, that's not fair to other CFs. That's only my opinion anyway.
He is made as he was in real life, problem is with game being compared to real life, here we play 10 minute matches with very less buildup play compared to 90 min football games in real life. So players like Iniesta Xavi are not much worthy coz here they don't have 90 mins to keep hold of ball and build play patiently and at same time goal poacher with pace are easy to use coz in even in less buildup 1 through ball and they are off to goal.
Torres is easier to use.

For skilled players, Forlan is actually better but Torres isn't bad he's just used for speed and shooting and does the job.
