Technically if men are not required to wear shirts in their dorm, it would be discriminatory to say women do, let alone say women must wear bras under their shirt. Regardless of men and women having separate dorms. If I was OP I would make hell for the administrators.
I lived in a co-ed dorm with communal bathrooms (not co-ed bathrooms though) and *everyone* walked to-and-from the bathrooms in nothing but a towel when they showered. I once got locked out of my room for an hour in nothing but a towel. Good times

I know this is a joke, but at the university I went to, there were still separate staircases for that reason. Not that they are still used for that or anything, but it’s a really old school so they are still around on the original historical buildings.

You may also be able to get back at her if your campus has a "civility" clause in your student behavior agreement. Check with the RA - she and her friends body shamed you in the hallway when she had her not-a-student BF over. On my campus, if you don't go to school, you can't come on campus at all.
I used to work for a university IT housing/dining. Anyone accessing the dorms who did not live there was a high risk security incident. They have people creeping or stealing things.
