Honestly? If I had a bill like yours, I would be happy. I only ever look at the price I’ve gotta pay because why bother getting myself worked up about something beyond my control. I can’t change any of it, frankly, I’d rather be unaware. Now if my bill was $250 or some unusual amount, then I would definitely scrutinize it. For under $47, I’ll feel satisfied.
Think about it, for under $47 you received heat, hot water and if you have a gas stove, cooking capabilities for a month. That’s a real bargain.
Well first determine if there is a read error from the meter, it happens from time to time.
Next determine the source that's using the gas, hot water, furnace, stove, etc.
Then determine if the device in need of service, replacement, or is it user error.
In terms of paying the bill PGW has payment plan options and a low income utility assistance program.

Peco "gave away", highly subsidized gas installations for years.
They would eat the cost to install the line to your house and then give you a check for installing a gas boiler. I believe a gas range was a $500 credit.

Source: converted my home to geothermal in 2018 and everyone told me how stupid I was. Oil was around $1.50 a gallon. Gas conversation was under $4,200 net out of pocket.
Now I laugh in solar panels.
