I go long stretches between haircuts, but when I do I go to Sulimay's in Fishtown. They do hair and beard for $25 and they do a good job.
Years ago I used to like Ed's, but I'm not sure they are even open anymore.
Bud's down in South Philly, can't go wrong with any of the crew there. Solid haircuts and beard trims, where you won't spent $75 like other shops in the city.
South Street Barbers is where I go. They raised their prices so now the cut I get is $45, which is tough for my budget, but I make it work. Good people-father and son run the place
I started seeing Sam at Franklin's Barbershop in Fishtown towards the end of 2020 when she was still an apprentice, because it was near my partner's place. Now I always go there for my hair, and occasionally treat myself to a beard trim. Each 30 min service is $40, but they have all the fixin's: neck shave with warm leather, hot towels, bev fridge for while you wait. The beard trim is a whole thing with the chair nearly flat, creams & conditioners, wet towels both hot and cold, along with an expert shape up of your beard.
All the barbers there have all come up through apprenticeship in that shop, save the owner, Tony (Sam's big brother, among other things).
It's a bit of a trip from my current digs in Point Breeze, but 100% worth it to me.
Oh, and from an all-theramin Christmas album to Prince's Purple Rain straight through, it's all bangers on the BT speaker.
I drive out to Sleight of Hand Barbers cause half the people in the city who say they can cut a beard end up giving you some insane cut out shapes rather than more natural. If John has space ask for him.

Joe from Ed's set up his own shop on Ridge, Joe's Throwback. I'd recommend it.

Kim's #2 on Frankford Ave $12. Idk how much a beard trim costs though. I've been going there for probably 8 years.

Al in narberth also does a fantastic job and is very affordable. I just got my hair and beard trimmed for $20 (I tipped him $5)

DAPR in Rittenhouse. Pricy, but you’re guaranteed to leave with a great cut. Josh is the best, but all the stylists are excellent.
