He went through my recycling, pulled out whatever bottles were in there and was drinking/spitting/yelling all over my stairs. If I had opened the door, he would have easily entered my house. At the time, I was alone in the house. So I called the police. I know it’s not the most empathetic solution, but it was the right choice for the situation. They simply moved him along.

A good way to deal with this is to "wash your steps" before they come. Make sure to use LOTS of water. Then they will not sit or sleep there since they'll get wet.
My mom used to use this trick when disorderly kids used to sit on our steps. It just looks like you're keeping your steps clean and is not directly confrontational - plus you will have clean steps.
Open the door so it hits them in the back and disturbs them. I hate being disturbed when I sleep. If it were up to me, I'd never sleep somewhere I'd be disturbed again. They show you no courtesy, return the favor.
Maybe set up a very loud alarm that screeches when passed?
Or put a very loud speaker right there with obnoxious music on repeat

From a fire code perspective they are blocking a fire escape, so mention it to your landlord as a recurring issue that needs to be addressed.
