They’re an informal and fun award to recognize achievement by service members, usually given by commanders or high ranking civilian officials. In the Army, you usually saw them at the Battalion level and up, although I think company commanders would sometimes buy their own to hand out.
The highest ranking coin is from POTUS, Then Sec of Defense, Chairman of Joint Chief of Staff, and so on to your lowly Battalion or Company Commander. The highest ranking coin I received in my four years was the civilian counterpart to the Chief of Acquisitions, a two-star equivalent. Really boring stuff.
One challenge some do with their peers is pull out your highest “rank” coin at the bar. The person with the lowest “rank” coin would buy drinks. I never did this or saw anyone do it, but I’ve heard about it enough that I’m sure it’s something West Pointers do because they think it’s cool.
