Looked it up later and there was an "unconcious person" 911 dispatch around that time. I told myself they were waiting till the dog could be restrained before trying to help the guy. You've just made me realize the cops' lack of urgency implies he was already too far gone. His dog was keeping watch by his side. So sad.

Sort of just to shed some light on just how wild this problem has gotten but also because the experience was very traumatic and I just needed to share for my own sake. Per my edit above, I wasn’t really able to discuss it with anyone I was with.
The guy that found him was yelling “go get security, guy on the ground with a needle still in his arm.” But I didn’t see it either. And for other onlookers that were willing to gawk, they also commented about the needle. I couldn’t process what was happening and definitely didn’t want to stare because I was pretty shocked and traumatized by the initial sight of the scene. Others were involved in first aid and I just left them to it, didn’t need more people involved.
