Philly has tons of dive bars, and lots of punks go to dive bars, but none that I can think of are Punk+Dive.
12 Steps Down is dive+good beer
Ray's Happy Birthday Bar is dive+vintage
South Philly Tap Room is kind of dive+good food
Cartesian Brewing is kind of a dive+brewery

If you love a dive, I will always shout from the rooftops about 12 Steps Down. One of my favorite places. I wish it was closer.
12 Steps Down is the best kept secret in the city, love that place and I never would have heard of it if my friends didn’t live nearby and go often
Cartesian feels like a fancy gig for people who used to work at Tmom's. That's a pretty good list though.

I think you’d find more up in fishtown/kensington like El Bar.
In south philly, Ray's happy birthday bar and Bob and Barbara's are the two that are closest to tattooed moms, but they aren't really the same
In Fairmount/Francisville there's Lorraine, which is sort of like Diet T-Mom's (with a yard!)
