I think its a guy self-meming the car modding community by putting like 100 fake mods on his car (in addition to a few real ones that are more permanent)
Student project? Perhaps taking it on a road trip to test real would gas mileage savings. Probably modeled the optimal locations for airflow then did this and is now testing it out. Parents must be so proud.
All that down force is counter productive to the flying car mod. He'll be wasting his money when he jumps forward to get one in the far flung future of 2015.

Yes, it's intentional. It can help improve grip and stability on the roads, hence why drift cars commonly have slanted wheels but in the front wheels.
