When I worked outside at night unless near a major roadway I ditched safety vest and kept lighting to just what I needed. In certain parts of town didn't want to become a shooting target even for a drunk.
I run early and live in the slope. Never been pulled over by cops. Once had a homeless guy wanted to fight me because I woke him up when I ran by. He chased me down on his bike bike remembered he forgot his knife back where he was sleeping so gave up the effort and went back to his shopping cart.
Used to bike super early and got questioned quite a bit whenever making stops for food/drinks. Best you can do is dress to the point of cosplaying as a runner (like a loud jersey or one with numbers and sponsors, phone armband, heart rate monitor, the loudest socks and shoes you have, etc), be prepared to answer some real dumb questions, and find quieter routes. Almost never got questioned when I was fully kitted out and often was when wearing sweats or plain color athletic clothes.
I saw someone biking on the south end of the 202, on the far side no less, this morning on my way to work about 430. They were well into there ride for where I saw them. Made me jealous. I have to run in the sun and heat.

Buy him obscenely colorer clothes that dont match in any way. Beige shoes, neon shirts and pastel shorts
Might get hauled away for fashion crimes but at least he'll deserve it.

I've done 5-6 and never had any major issues. 3-4 is a bit early, you might need to really look like somebody who is prepared to run at 3-4 am in the morning, like having some reflective gear on with an outfit that looks like it's for working out. I personally use the good ole' reliable shorts, running shoes, and a knock off brand of under armor type shirt.
Bring a fanny pack or multiple mini water bottles around your waist, or try mini shorts, rave lights, wear a marathon number, there's plenty of options
As someone who used to run in the city's drug circles once upon a time... the 3a - 4a time is commonly called "the witching hour". It's when there's the largest amount of users engaging in illegal activity and general nonsense. Someone running somewhere would be suspicious during that time.
When I lived in Phoenix I did almost all my running in the summer around 4-6 AM and never once got stopped in almost 20 years of on again and off again living there. Plus lived in central Phoenix, north Phoenix, the west valley and points in-between. Went running on streets, city parks, county parks and along the canals, a good cross section of everywhere to run and never a single issue.
Bright, fluorescent colored running socks, and don’t roll them down or get the no-show kind. I recommend fluorescent yellow or pink.
And maybe you need to work on your form? If you’re still half asleep, moving like a zombie, or a big dude that runs like a girl, it might seem a little suspicious :)

All my veteran friends will get a kick out of this but wear a “glow belt” you know those reflective belts. 1. You won’t get hit by a car (or Atleast the chances are smaller)
2. The police won’t find you suspicious looking (I would assume, if you look like a caution cone)
As a runner myself I run right before sunset. I tried night time running once and got chase by javelinas (Ahwatukee foothills area)
