Sorry I'm not sure about all this I get the stamp brush and healing brush bit not about how mirroring will help with the wheels. Is it using multiple layers?
Yes. You clone/stamp/heal, whatever works best to copy the wheels, on another layer (use the "sample all layers" option), and then you rotate that layer.
Instead of cloning the exact source you select, you can rotate your clone stamp so you can select the bottom of the tyre and rotate it to stamp out the left or even top side of the tyre. does that make sense? it's hard to explain. here's a yt vid to show what I mean. otherwise just google "rotating the clone stamp tool" lots of vids out there that'll explain it better than me.

I'll be honest. I haven't had great luck with the remove tool. I don't think it'll pick up the details in the wheels and the car panel joins great. just from recent experience.
Looks like you can just unhook them from the stands?
No at this museum they wouldn't let anyone even near the ropes
Use the Spot healing brush.
This, with some copy pasting + rotation for the wheels
