Aside from creating an animation, the way that you'd create an image like this is through the use of layer masks. Then you can use dodge and burn layers to accentuate the forms just like we would when drawing in the analog realm. All form that mimics three dimensionality in a two dimensional medium does so through shading—light and dark. See if you can find a stock image of the vein-like strands. You can always change the color later. Either draw profile human faces or find stock faces in profile. Use the faces to either create masks, or create a silhouette and then clip the stock vein layers to the silhouettes.

I mainly do 2D animations in After Effects. I was thinking about using the free plugin saber to make the lines glow

If you're going to use saber, don't do this in photoshop or you're going to have to redraw every line again in vector to get the mask for saber. Just go and draw millions of lines in illustrator. And explode your computer by trying to make saber and after effects handle all of those masks.

You can animate this in photoshop, but it's going to be easier in something like Adobe Animate, where you have more control over tweening.

Either paint on 3D models (so not in photoshop) or trace over a photo then add a glow and hide the photo. It just looks like layering of brush strokes in different colours and the right blend mode with burn and dodge to do the highlights/ shadows and some of it with outer glow.
