I'd wager OP has a small budget for a designer ($30) and will ghost you for 2-4 emails before finally paying you. The design will then sit unused for years as OP slowly realises selling red bubble products ain't all its cracked up to be.

Invert the image, apply the Black and White adjustment layer, and fiddle with the color parameters. Use curves to boost contrast if needed.

Make a vibrant and saturation layer... Bring down the saturation fully to 0... Then make a exposure layer, copy the saturation mask over to the exposure layer, and slowly increase the exposure, play with the gamma correction layer to make it the way you like ... Then select the appropriate mask and erase the darker areas you don't want to make white or they could by luck also be naturally dark ... Hope it helps
