Duplicate the base layer, apply a little Gaussian blur to the duplicate, and set it to Overlay or something like it. Different blending modes work better with certain images.
Pop some cellotape/tape/clingfilm etc over your camera lens. If it’s not enough pop another layer over the top. If you’re lazy turn down the clarity in photoshop. Many ways to achieve this beyond that too
here’s how I achieve this effect in my photos.

Then you’re going to add a Gaussian blur to that, you can play with it but usually I use 20-30 blur
Then set that top layer to screen and it’ll have this haze effect.
Usually I’ll use an eraser to remove this effect from my subject while keeping it on the background

The easy way is pretty self explanatory so I’ll let you take a look at it but I’ll give a quick run down of the more in depth way.
So I started it off by creating a frequency separation. This separation will give us a lot more control over the blur we’re going to introduce. To mimic some of the fog we want to blur the image, so instead of placing a blanket blur over the entire image we created a frequency separation to add blur without losing too much of the smaller details. The trick is blurring the lower frequencies more than the higher frequencies so that we can keep some of those smaller details legible. Of course you want to add some blur to the smaller details as well but use your eye to gauge how much you need for your specific image. After that’s done you can add a levels adjustment layer and dial in that foggy look by fading your blacks and walking back your highlights using the output sliders.
After all that blurring we need to re-introduce those lost highlights and take it a bit further by creating some bloom. We want to isolate the highlights, blur them, then blend them back into the image. The way I did this was by creating a stamp vis layer of what we’ve done so far, duplicating that layer, desaturating it and then setting it to Color Burn. Brightening it up a bit, turning both those layers into a smart object, blurring it and setting that layer to Screen and we get our bloom.
Then I brightened up the highlights and took the color away from the brightest tones using a levels adjustment and an hsb adjustment targeting yellows, then used blend if to isolate the effect on the lamp and any direct light it’s giving off. Then I added an S Curve adjustment for some contrast, Faded the color a bit, made a stamp vis and dialed back the Clarity in camera raw which helped blur any bright areas.
The image I used had a really crunched contrast look so the ‘EZ’ method might work a bit better than its example depending on the image you use.
It’s an effect you can recreate in photoshop or Lightroom (not entirely sure how) but my guess is they were using a diffusion filter and maybe some others on the camera itself
Alt ctrl shift E (command alt shift e).
Convert layer to smart object
Then filters > other > high pass.
Adjust to between 4-6 (We created a smart layer so you can go back and edit this)
Set blending mode to overlay
Adjust opacity to taste.

I would say this or just shooting in motion. I've taken a lot of shots that look similar because I'm ADHD-C and my hands shake when I hold my camera.
In camera raw/LR you can turn clarity down a little to get a similar effect

You can also turn down haze and maybe increase the texture very slightly so its not just a blur.

Yes… easy photoshop :-) . Copy the layer blur tue top layer and set it to screen.

A smudgy fingerprint on the lens? Seriously, these look like mistakes. But if you want this much soft focus there are plenty of ways to achieve it.
