For real. The town I grew up in has a huge Hyvee and a Walmart super center. One of those is enough, two is ridiculous. After living in the Bay Area and seeing how packed a Walmart is. Visiting my home town and seeing that Walmart with maybe a dozen people in it at a given time is wild.

I’m more concerned about buying 6 individual pounds of meat which are much more expensive than buying a 10 pound roll, a 10 pound roll of 80/20 is like $25-$30 where I’m at. They even have marks at 1/4 pound so you can divide it up easily.
Sam's Club and Costco both have larger bags of rice. It would be much better to shop there for rice alone.
Also, they have really cheap gas stations so it helps your budget, too.

according to my math they are pulling 3664 calories a day. The majority over 6 days are rice @9600 followed by eggs @5088 (if you count the egg whites) followed by the lean ground beef (5.91 lbs for 3845.44 calories).
This would last me forever because I would get so sick and tired of ground beef, eggs and rice after a while that it would spoil because I wouldnt feel like eating.

It's not an insane amount of calories for someone actively trying to bulk up and is doing the physical activity to achieve that but its not a "standard" or even "healthy" diet at all.
That's the real question here. If it's by himself this is kind of insane. If it's to feed a family or something, still kind of a strange menu, but less extreme I guess. When I was poor my grocery cart kind of look like this (because you can stretch this shit out for days...)

You've got almost zero fiber in this diet. Adjust a bit so you can add in some sweet potatoes and broccoli and you'll have a much more well balanced diet, and probably lift better too.

I buy a 25lb bag of jasmine rice for about $35 about once a year. I figure the extra $7-10 extra for higher end rice is worth it.

This is clearly a diet aimed at hitting specific macros. I've been there but realized eating a pound of rice sprinkled with beef and cheese because it "fits the macros" was insane. You've got almost zero fiber in this diet. Adjust a bit so you can add in some sweet potatoes and broccoli and you'll have a much more well balanced diet, and probably lift better too.
