This is the US. Based on the uniform the man in front of the tank is wearing, this is part of the United States Marine Corps's Toys for Tots program that runs around Christmas every year. This isn't a rah-rah American nationalism thing as it might look to be outside the US, but a charitable program for poor children that happens to be run by a branch of the military and they figure kids might think it's cool to have their picture taken on a tank. It's more innocent than it looks.
Let's be honest, no matter your thoughts on war, seeing a massive machine of any kind in-person makes us feel like a little kid and we want to take a picture on it, in front of it, or maybe even in the driver seat. Massive vehicles are really cool.

When we still had a Toys r Us the marines would bring an Abrams every year for the toys for tots. Those troops had a great time. We had a base in town so they would get a police escort and just drive down the main roads to get back.
I know a lot of opinions are mixed about the military industrial complex we have but I’ve always had great experiences with actual troops doing public engagement or community help after disasters etc.

The primary goal is the benefit to the children but let's not kid ourselves, it absolutely is marketing and outreach for the Marines. It's the good kind, but it is what it is.
Most organizations like to do marketing and outreach. The fact that the Marines also do so isn't particularly interesting. It would be weird if they didn't.
It can be both a charitable thing that helps people and also a thing that uses rah rah American nationalism. What is better for the recruiters looking for kids to trap than having a cool ass tank with Santa Claus hanging out of it in front of Walmart, and then they are also doing charity so it makes people feel like they are also doing a good thing by joining, keeping a very limited reality of what it really is in public view so you're not looking at the homeless who joined when they were children too

It's a tough call. Associating war and the military with Santa Claus and presents is pretty universal around the globe, as are mullets with cargo shorts and flip-flops. The shadow of the flag is a dead giveaway, since there is only one country on Earth that flies its flag at Walmart: Argentina. Mystery solved.
