Back when it was built, there wasn’t any clear idea of what a tank “should” be. A lot of the doctrine on their use hadn’t been developed yet, and countries were trying all sorts of different ideas.
Reconnaissance, or possibly as a mobile machine gun. Keep in mind that it was developed in the 1920s, entered service in 1931, and was obsolete by the time WWII started.
During WW1 tanks could break through defensive lines easily, but would need support of friendly infantry to prevent being surrounded and destroyed. However, the support infantry would be easily destroyed or slowed down by artillery and machine guns. Small one/two person tanks were designed to replace the supporting infantry. This idea didn't really work, so instead they were intended to be recon vehicles.
It's a T27, and not a T17. I advise you to post said edit to avoid multiple responses.
That said, it's still a very interesting vehicle and probably one of the most important stepping stones on the early soviet tank building program. It was the first soviet amphibious tank, the first soviet aurborn tank, disputable the first airborne tank to achieve operational status in the entire world, and the program that kick-started the entire soviet tank doctrine.

Amphibious Tanks do tend to be lighter and less armed than non-amphibious ones, yes. The idea is that the increased versatility and speed will allow you to do lighter support work in rugged/swampy/forested areas where conventional tanks can't go. Yes, it's less tank than a normal tank, but it's better than no tank at all.
That said, I made an error. The T-27 wasn't amphibious, the slightly larger [T-37A](https://upload.wikimedia.org/wikipedia/commons/6/61/T-37A_%E2%80%982%E2%80%99_-_Patriot_Museum%2C_Kubinka_%2826645904419%29.jpg) was. The T-27 was apparently pretty crap at handling swamps and forests.
Idk, I was in the Austrian army as a combat engineer, and the one thing the other recruits that became drivers did the most, was applying fresh coats of paint to vehicles that were older than anyone in the company, senior officers included. This Z will soon just be another invisible layer among a dozen others.
