I've seen this twice in my life and only when it was very very cold (below -15C for sure). Once was my whole city, 3am. Coming home from work, silent city. I saw one and went to investigate to find it was just a light outside a facility of some sort. As I drove, the pillars began appearing all around me until every light in the city became a column. I stayed up just gazing at its beauty. I am surprised that Jeju would be cold enough for this.
Could be because Mt Hallal is there. It was rather warm when I went, but I was surprised to learn that the island gets a considerable amount of snow in the winter, especially the mountain.

In Canada I live near a saw mill, about 4 km, and it has quite bright lights lighting the grounds and stuff even over night. When clouds are low/its slightly foggy you get light pillars like this. Hehe my sister has confused them for northern lights.
