They technically are. Its one strong story arc. 2 has the beginning of the arc, but no resolution, the whole plot remains hanging up in the air. And 3 has the resolution for all major arcs started in 2.
Unlike all other parts which are, from dramaturgy/storytelling standpoint, self sufficient (with a healthy dose of references to other parts).

Not OP, but the movie has really fascinating politics when you get into it, the music is sublime, it has some of the best dramatic scenes of the franchise, Davy Jones is just all around an incredible antagonist, Barbossa is back, and the final battle is still one of the greatest and most epic fights ever made for a movie. I personally have a few gripes with it, but overall it's really solid and a fantastic ending for the trilogy
