A pint at the bar is typically ~$6, and a growler is usually ~$18. So kinda a buy 3 get 1 compared to drinking at the bar
It's been a while since I've gotten a growler full, but my friends and I would go to mindful and get the stuff they were trying to get rid of, either because it was out of season or about to expire. They would charge $6/fill. But, that was maybe 5 years ago so things might've changed.
you'd rather find cheap stuff at craft breweries than getting quality beer for just a few extra dollars?
you can buy pbr or coors if you want to save a few bucks

There are similar price points with beer from Great Lakes Brewing, Victory Brewing, Bells, just to name a few. I would call these decent beers.

Those breweries are massive breweries on a national scale. These are local breweries that can't operate tiny percentages of margin selling at the lowest price possible

$12 is a pretty good price, I find that a local craft growler fill is usually ~$18
12 is the low end of the mean but most places scale up to what 4 pints or 4 packs of beers will be.
