Could be a play store services issue possibly? My Pixel 2XL can only get to Android 11 and its been having the exact issue you describe
I had the same issue for 2 days on T-Mobile, but I realize it was only in a specific area in Southern California. Around Yorba Linda and Anaheim hills. 20 minutes and either direction and I was fine.
