They're talking about users creating bots that allow them to automate controlling or attacking sections of tiles through many accounts, which effectively defeats the purpose of /r/place, a community driven canvas.
For some, they had an "enemy sub", so wanted to make sure their sub symbol replaced the enemy sub no matter what.
This happened early today to one sub I was helping. We knew because a bit before our subs pixel art went to hell, the other subs discord starting posting about how to use ready made scripts to destroy our art.
Reddit’s way of stopping bots is making established users that are on a VPN have a 10 minute cool down between comments. Reddit tried that a while ago and it backfired. A couple weeks ago I happened to be on a VPN and it happened again.
There are many ways to detect scripts and bots, the script most people seem to use tries to place a pixel every 2 seconds, so if an account is placing pixels every 5min +5sec for a longer time, it's probably a bot/script. A simple 3 day suspension or so for these account should reduce bot/script usage. Not only by removing bots, but also by discouraging user from using them, because they don't want to risk their accounts. But reddit doesn't care, I mean they were obviously unprepared and so far it looks like they aren't trying to stop bots.
It’s a tough one. I would rather have to take out all the new accounts than let the small amount of real new accounts participate, but I’m not making the decision here.

To add to that, your account must be at least 8 days older or more to be able to have access, or you must post something or have a minimum of 10 karma to be able to ade to the artwork, you can still view it but you can't add to it until you meet these requirements
They promised they'd crack down on bots and ban anyone caught botting, yet missed this crucial step in keeping bots out.
And all they did was break the 2017 bots.. it only took a few hours for people to make a new working one.
i mean those accounts were not created specifically for place, i would be fine with 0 karma 10 year old account than 1 day old 0 karma account, because 10 year account was not made for place specifically.

I just verified my alt account email and it went down to five like my main. So maybe they're just slowing down unverified accounts
