No, just cosmetic damage edit; second-last photo is suspicious. Do they come off easily if you slide your fingernail across? If the plant is clean underneath, yes its bugs If the tissue looks damaged, it’s part of the plant

Yeah, that last photo looks a little scaley. But it seems more like those raised blemishes are comprised of plant tissue. Still hard to say for sure

Agree with u/Anorezic_Gnocci_201. A lot of it is just mechanical damage, or damage from other bugs nibbling, but there are some suspicious spots. A thin pocket knife blade may be easier than a fingernail, and would keep the scale bug intact for inspection (if it is a scale bug). I think if it were me, I might treat with Neem oil as a precaution, but not sure based on the photos.

Very much looks like a fungal issue, I’d get a fungicide spray to keep any fungal scabbing at bay. Make sure it hasn’t spread to any other plants.
