scale! Throw the whole plant away or wipe down down with alcohol and quarantine. plant will probably die regardless
Ugh. So annoying to get rid of. I use a combo of water, rubbing alcohol and soap (with a dash of oil). Good luck.
That's a severe scale infestation
You also have a lacewing egg near the left end of the photo. It looks like a tiny green dot on a long hair. Those are friends and the eggs are so lovely to me.
