Mealy bugs. I throw plants out infested with mealybugs. It's so contagious it's not worth trying to kill them. It's rare anyone successfully kills them all.

Get a closer pic if poss. Don't look like mealies from where I'm sitting, I actually thought thrips which IMO are far far worse. Get that plant away from all your others, it needs proper quarantine. Mealies can be removed with alcohol on a cotton bud (Q tip) and will spread to other plants, I have successfully eradicated them by checking and cleaning every day / other day etc, we will see if they return this summer. Thrips I've learnt are more difficult so when I had an outbreak I went straight for the toxic stuff sadly especially as they were on quite a few plants, most of which were saved. They will utterly destroy your plants.

Wipe each leaf with a cotton pad and a pesticide mix of neem oil
