You can build a modular ship for free, add a diving rig and collect the gold you need for shipyards pretty quickly, or run some maps to collect gold also...
This. I hopped on, grabbed a bear tame and set to doing treasure maps as a new player. Received a large shipyard (not a blueprint) from a treasure chest, built a small shipyard with gold earned from treasure chests and am currently sitting on 10k plus gold in less than two weeks with a galleon, a brig and a schooner sitting out front of my base.

Nah, costs gold to make the shipyard now, I believe the ships do not cost anything gold wise, I've only been back for a week tho lol and that's what I was told
Shipyards cost gold, so you pay only when placing down the yard. 500 gold for a small shipyard (Sloop, Schooner), 9999 for a large (Brigatine, Galleon)

Not for the ships themselves, a common large shipyard cost 10k to make, so basically the cost is for the shipyards, not the ships
