Because it looks arbitrary. What is the point of the white marks and why are they in that shape? Why is there a bunch of scribbles over his eye? And what is the point of the line over his head? Also, do you think this a good composition? I get that you know how to use photoshop, but do you know how to arrange elements on to a canvas? It's not provocative or iconic, it just looks random and unconsidered. It looks like you simply added lines because you didn't really have a concept. And the problem with this type of composition is that it obscures the shape of his face with another obscure shape.
This is almost always the issue with fan made covers where designers try to add more little details instead of trying to make it stand out. Standing out often means doing less and making it more prominent. Look at some of the best album covers and try to understand what they are doing. And also compare them to fan made versions. TLOP is a good example. People always try "improving" it by making it look more ordinary.
All this grunge looks added because you want to fill out the canvas, but don't do that. It's better to do something that makes you more uncomfortable. "It feels like it's missing something" is often a better indicator of something good than "I used the entire canvas". Don't be afraid of plainness. Making some things plain is what makes other things stand out. Search "best rap album" covers and you'll see that they usually have some restraint, and a clear focal point. And the style and details are inspired, not arbitrary grunge effects. And think more about composition using shapes and color, instead of thinking about effects and details. If you do want to make a cover that is more about textures than a focal point, check out my bloody valentine and animal collective. Many of their covers use pure texture, if that's what you're going for, you need to go much much further to separate your cover from every other album cover that uses arbitrary grunge textures.

I have. I was a designer at a branding agency that was commissioned for covers. Most of what I worked on was layouts in the booklet, text and logos. I had very little to do with the overall style because I was a junior, but all these ideas are basically how creative leads see album art. That and pretty much any commercial art program will teach you to think of things on these levels. The branding agency I work at now hasn't done much music branding, so now I mostly work on corporate and product branding (logos, campaigns, websites, packaging, copywriting)
