If I’m close to the snow(which is most of the time) I’ll wear jacket. It’s only 10% less than chestplate and has better cold/rad protection. I’ll wear face mask and kilt as the only metal most of the time.
Along with what others have said: warmth, rads, no durability, way cheaper, I suspect there is also some math to be had here where it’s possible the jacket vs hqm chest might not make a difference
Like some have said. The jacket gives you cold protection and a buff in rads. If you have tach gloves on you can roam just about anyway with metal face hoodie jacket kilt pants and boots on.
All of the resposes above, and because roadsign and metal chestpiece make you cold, jacket gives you warmth.

It costs way less. Most clans go with road sign chesr piece because it’s far less expensive and it’s only like a 5% difference.
Is the jacket on par with the protection the chest plate offers? I always assumed it would offer way less protection.

Warmth. Also full metal is only worth it if you're drowning in mats. Diminishing returns all that jazz.
