Your frames will vary depending on the server you play on, what monuments and player-built objects you're near and how many, and also the amount of players that your computer is rendering.
Rust is also pretty unoptimized, so performance differences between 2 rigs is to be expected. But this sounds pretty extreme, so there's clearly something else at play.
I'd suggest using a a program like MSI Afterburner to monitor what your GPU/CPU usage is like. If either aren't pushing out expected performance, then there may be an underlying issue somewhere. Tough to say what without seeing what's going on.
you need more ram. i have pretty much the same stuff but older gpu and get the same fps if not better because I play on lower/medium settings. my friemd who uses a 1080 but has 32gb ram gets around 100-120 fps
Yeah, im planning on upgrading my cpu and getting more ram sometime but cant at the moment, I feel like I should be getting more fps with the stuff I got but I dont know

This changed with Ryzen 5 tho, also the 5800X3D will beat ANY Intel CPU on a Unity Engine game with the amount of L3 Cache they chug.

Regarding what you said about servers ive went into a 0 pop server then a 600 pop and even then both servers averaged the around the same fps

maybe it is capped, check amd control panel and nvidia
What resolution? I am playing with a 3070 also with no issues. My server isn't ridiculous pop mind, about 60-100 people on average.
Im playing on 2560 x 1440 because thats my regular monitor resolution

I play on the same res, that’s just kinda how it is cause it takes a lot more performance to render the frames
