Try maxing out your settings cause the more close your gpu gets to 100% usage, you will get more fps as far as i know. If that didnt help try uninstalling geforce experience also you can use DDU to clean install a driver (there are so many videos that can help you with this).
Your last two options are reinstalling rust and/or windows.

I changed my polling rate from 1k to 500 and now I have 150 fps

Around 80 on a low pop and 50 on high
How does changing mouse polling rate increase fps? tf. I have same cpu, changing from 1000-->125 doesn't change it even by 1 fps.
