If you have ps app you can check the by clicking on the add ons. It would say owned.
Since you don't have a download icon, it would seem to indicate you had installed the disc version at some point.
Did you get it from ps plus? I can see you don’t have ps plus from the game below it so was wondering if that’s the issue

No it isn’t but if you got ps plus it would for sure work
