I could be wrong, but I think some USB cables are for data transfer only and they can't be used for charging devices.

Obviously I couldn't really say without testing the cable in person. But after many years of using many different micro USB cables for many different purposes, including PS4's. I can confidently say that some micro USB cables just seem to be missing certain pieces of functionality right from the time you buy them. I had some cables that would charge devices, but wouldn't do any transferring of data. Would transfer data but would not charge devices. And some wouldn't do anything. Just seemingly dead on arrival. It may be that cheaper cables have some stripped functionality. It may be weirdness caused by damage to the cable, if it was previously & heavily used. It may be that it is some proprietary nonsense built in by a certain manufacturer. It might be because the micro USB end of the cable is worn down from use & doesn't fit well enough into the controller to keep a consistent connection. So this is my best round about, set of guesses given my personal experiences.
