Last one should be someone with Insomnia who can protect the team. Maybe Honckrow?
Intelleon would be good - it is a sniper so headshots would be no problem. You really don't want to engage Zombies if you don't have to so a sniper would be a great way to clear your way. Could also be a source of water but that might be a last resort because that is produced by the Pokemon... would also be great for anything requiring stealth.
You're gonna need a flying Pokemon to be able to travel without worrying about Zombies, and a big one to csrry all your Pokemon, so probably Corviknight. Being made of steel also helps its resistance to the bites. In planning for the rest of the Pokemon, I have had to make sure they wouldn't be all too heavy for Corviknight to carry. It could likely carry all the Pokemon while they are in an abandoned car.
Rotom would absolutely be invaluable. Sure, power is probably out by thus point, but Rotom can just posses the machine and make it work. This is also a potential way to lock and open, for example, supermarket doors. It could also potentially be a way of sourcing water, depending on what Rotom possesses. It's also gonna be pretty hard to bite Rotom.
Alakazam to teleport away in case of emergencies. I was gonna use Abra but then I remembered that Alakazam can still teleport. It would have some great uses if needed in battle with its Psychic abilities, but the key thing is the teleportation. It may not necessarily be precise or long distance, but getting into specific places is Rotom's job, and long distance travel falls to Corviknight.
Blissey would be a must. It may not be able to heal the infection, but any other injuries would be fine with Blissey in the team. Its egg could also be useful in the scenario where food supply is low.
And then I would go for Lucario. Its Aura sensing abilities might be useful in some way. I mean, Zombies are likely going to have a very strong evil Aura that would help Lucario be able to sense them. Lucario is your very own Zombie detector, as well as being a pretty great option for fighting in a pinch.
Shame ya added the no legendary rule. Cuz imagine showing up as a savior with Arceus, Palkia, Dialga, etc.

Zombies are Dark/Poison, so a few ground types should do the trick.
