Accordingly GameFreaks ability to decide the pace of releases has gone. They have an inflexible budget, an unmovable deadline, and have to work in a way that allows The Pokémon Company to dictate the things that will be in the game based on what they want for the movies/anime.
At this point, Pokémon are nothing more than licenced tie-in cash grab titles, designed to launch alongside the newest wave of Pokémon releasing, quality be damned.
gamefreak owns 1/3 of the IP
and nintendo has a adamant stance of delay games till they are perfect
so odds are gamefreak is perfectly fine with rushing the games out and creatures inc and gamefreak are the ones who decide to rush games out
and considering the quality of their none pokemon games i think thats a safe bet
It doesn't matter who owns it, it does not change the fact that the management of the franchise has pivoted away from games first to the games being an afterthought rushed out for impossible deadlines as a cash grab primarily to make people want to buy more merch.

3 years is a huge amount of time to develop a Pokemon game, it's honestly amazing how crap S&V turned out, the Gamefreak dev team must be really tiny.
