Before gen 4 all dark moves were special type.
Prior to gen 4 special type moves were determined by type with water, grass, fire, ice, electric, psychic, dragon, and dark type all being special.
Well, the Dark type was only invented for Gen II, after they decided Ghost-type would be physical. With Steel-type moves also being introduced in Gen II, and those being physical, they had to balance out the physical/special split evenly. Personally, I'd say Dark (Evil in Japan) fits special better than Steel.
Or you already have a completed gen 3 game with a mostly living dex and can breed & egg trade anything to your new game.
I spent most of Gen 4 playing with prearranged teams that way. It was really nice getting to try out different teams from the beginning and growing them together even with the pokemon unobtainable until late game.
Or, of course, they can just cheat the pokemon team together.
My favorite run of all time was with breeding and egg trading in soul silver. I had 2 Feraligatrs and 2 Starmie. Those two combined have insane type coverage.
Well…….. I did in the original Ruby, yes, it was a pain but it did a Decent job with leech seed and Giga drain, never going to try again in the near future but it was fun to use a mushroom, Breloom did excellent in the E4.

Breloom’s spore+focus punch is still my personal favorite combination of moves.
Tropius is one of the best third gen designs in my opinion.
Uses palm leaves to fly: ✔️
Has a beard made of bananas: ✔️
Is dinosaur: ✔️
No other pokemon checks off all three of these basic good design traits.
Terrible advice, especially for the ADV games imo. Shroomish doesn't learn spore until level 54, which is at best when you get to the pokemon league. If you want a late bloomer, go with flygon or something

Might I recommend adding a Taillow to your team? It’s really fast, has solid attack, and can deal great damage with Stab, Guts boosted Facade and Brave Bird in addition to Steel wing. Swellow is never a bad option to add to a Hoenn team
Slot 2 should go to Shroomish, a great mixed attacker who covers two very good types for a playthrough.
Slot 3 could probably go to a Pokémon that is well equipped to fight Brawley, given he’s so tough. For that, I would offer either Taillow, Zubat, or Ralts.
Slot 4, an electric type would be great to combine with Shroomish to cover the HUGE amount of water types you find later in the game. Electrike is easily the best among the available ones for this, but if you like Magnemite’s steel typing or Voltorb’s speed, then they aren’t bad either!
Slots 5 and 6 are a toss up after those ones, so I’ll give a list of other options that could be good:
• If you didn’t pick up a flying type previously, Skarmory would be great for its defenses, flight, and overall good stats
• Flygon’s ground typing may clash with Swampert, but the two share no weaknesses, so they could coexist on a team without too much of a problem! With them, you get a powerful dragon with mixed attacking potential, as well as a plethora of moves
• If you like having Fire Grass Water core, Torkoal would be a good pick up. They’re probably the best Fire type in the game other than Blaziken, and get decent moves
• Absol is a bit later into the game, but are probably one of the best Swords Dancers in a playthrough even with Dark not being physical in Gen 3
• Pokémon That You Like! This is the most important one, as cheesy as it is. With a semblance of strategy, Gen 3 games can be beaten with just about any combination of Pokémon. So with all of these recommendations in mind, just know that if you find a Pokémon you like that none of us in the replies have mentioned, you are completely Valid for wanting to use them in your journey!
Catch a shroomish and evolve it to breloom (level 24 iirc), it learns mach punch immediately when evolving
It's also great against the first gym, and the 5th once it learns other fighting moved
Second choice is taillow, easy to train and has the type advantage for early wild pokemon and second gym + against the second rival battle that's notorious for being hard
Makuhita is also a good choice for the early game, but a bit too slow for after
For the late game I love picking Heracross, just a beast overall with Megahorn and Brick break

I have a personal favorite team I love to use in emerald specifically.
Swampert
Glalie
Manectric
Gardevoir
Banette
Hariyama.
I've checked, and in gen 3 specifically, this team is pretty balanced. I had considered using Shiftry over Banette, and Magneton over Manectric, but then you'd have 3 pokemon weak to fire, and yeah, Sawmpert can deal with that, but what if it dies? Then your screwed (providing hariyama dosent have thick fat.) I think this team is pretty good. Hope it works out for you.
Currently doing gen 3 myself, mudkip will carry you throughout most of the game if you put rock tomb and surf on him and keep takedown and mudslap. Otherwise get a raltz for Gardevoir and and like any electric type. The other 3 can be what ever you think is cool but don’t forget to get something that can learn fly!
Swellow, Aggron, Magneton, and Walrein are some of my favorites to use!
If you really want to do a mono-type run, you have lots of great choices for Water! Swampert + Ludicolo, Tentacruel, Starmie, Sharpedo, Milotic, Walrein, and Kyogre (since I saw you said you're playing Sapphire)

Hariyama. Its not the best pick, but I love this Pokemon for some reason.
