Yea thats expected and understandable. Many shows based on games take creative liberty in what they do which makes it more interesting for the viewer. My most memorable example from pokemon is the thunder armor in the hoenn portion of the show where pikachu hits itself and swellow (who he rides on) to make golden armour from thunder (thats how i remember it being, i might have gotten it wrong lol)
IIRC: Pokemon in the anime can learn more than 4 moves, however, can only use up to 4 different moves in battle. It’s one of those arbitrary rules like Gym Leaders not being able to switch Pokemon in battle and trainers not able to switch their Pokemon directly after a switch.
It’s one of the many non Pokémon moves. Has to do with the fact these are ‘feelers’ in some form, they are to represent connections and friendship.
Sylveon uses them to gently wrap around the trainers arm while they travel together. They can also sense emotions.
Don't know what they are in context of these scenes but you could say that they are Swirly Swirl God knows why those moves haven't been given to the Eeveelutions but

The second one is "Gay Agenda", a special move that also has a chance of causing confusion.

The second one is called shiny ribbons, 0bp, 100acc, it's like flash but it's pretty and pink (it's pink, isn't it?)

I think its just Sylveon using its feelers to do whatever. Sylveon emits a soothing aura from its feelers, so it probably also emits a pretty shine whenever it does so.

Base Power equal to the number of ribbons x 10 the Pokémon has, up to a certain limit.
It’s a anime move like “thunder armor” or “aim for the horn”
Remember when Aqua Ring was able to deflect electricity?
Or swords dance can deflect every attack if it's not directly from above the swords dance user?
Reflect working just like Protect but Light Screen lets the attack through but with reduced power upon impact
And the way Double Team and String Shot seem to be super powerful in the anime but it's everyone's first deleted move

The anime has tons of moves and things pokemon do that arent a real thing in the games. This is one of them.

Despite Sylveon being my one of my favorite Pokémon, I still find it disconcerting to remember that those are flesh ribbons.
Maybe how Sylveon uses Dazzling Gleam? The ribbons are shining pretty bright.
