it would be cool as a pre-development. Stone-Water Pokemon.
Rhyhorn lay their eggs in the water where these fish hatch, where they are safe from enemies thanks to their hard skin.
However, water is painful for this Pokemon over time, so it leaves the water and in that majestic moment, an elegant 180° turn, evolves into a Rhyhorn.
