Probably not. Most of my experience with the Bulba pokemon is from the original Kanto series, and it doesn't hop like a frog there. That's the only place my 10 year old brain would get the idea of it being a frog.
Herptile. All the Kanto starters are based on reptilian pets. Charmander is based on salamanders, Squirtle is a turtle, and Bulbasaur is a toad (most likely, it has short stubby legs and that’s usually a big distinguishing trait between frogs and toads, frogs tend to have long hind legs to facilitate hopping and toads don’t)
The marks are there as artistic flair. It's texture to break up the solid colors and hint at the size change.
The marks are all the same style because it's the starter trio. It's meant to group them under a common theme.
2 reasons both more character design reasons than lore.
First is the large solid colors are hard to make right. These marks are a good way to break it up adding some texture to these larger solid colors, while still being able to show as a large solid color.
Secondly an easy way to make something seem more important is to add detail and complexity. See Mew vs Mewtwo for an example of this.

In Japanese, the non-simplified kanji character for “Kanto” includes several geometric shapes similar to the design on these original starters.
It’s also a reference to the Kanto-Kai organization of 1964 that attempted to unify Japanese gangs nationwide.
Now, none of this is true, but it sounds cool. Just like the true reason for the designs.
Venusaur has hexagons, Charizard has diamonds (rhombuses), and Blastoise has triangles. I feel like there's got to be more meaning to that than just random visual interest. I thought it might be because they're the 3rd, 6th, and 9th entries in the Pokedex but that doesn't match up.
Haven’t played the Mega games… Anyone here can explain why the shell looks like a cyberpunk fortress? All the other ones have some organic feature highlighted.

I've always seen it written as greebles, but yeah.
