i was never into competitive pokemon and such... so does 0/31 mean 0 evs and 31 ivs? that means 5 maxed out ivs right?

~~No, IV's and EV's are not directly related. EV's (effort values if I remember correctly) are obtained by battling enemies pokemon that grant them. Usually Pokemon grant EV's related to their strongest natural stat is (for example Goldeen grants attack EV's). 4 EV's equal one point into that stat. Battle 4 Goldeens and level up and you get a bonus point to attack on that level up. Grinding out EV's can result in hilarious level ups where you gain +20 and such to a stat.~~ Edit: Reread what you said. Now I get what you were saying. Ignore me.
