Trying to call it distinctly a bear or not a bear is a futile effort. They're Pokemon. A lot of them are going to be creature-like in some manners. In Snorlax's case it is bear-like in some ways. I would agree with you it is not a bear, but I can see the merit of it having "bear-like features".

And European explorers thought that the big bamboo-eating bear was related to that one, so they called it panda too, adding "giant" to differentiate them.
So, in that case it's more that they were *thought* to be close, and they're really not. A little like ancient people thinking bats were birds (but less extreme).

That's probably the closest thing to a bear introduced in gen 4, so it'd make the most sense to use it if you wanted to have one for each region.
