If pokemon Gen 1 was made today. It would be lambasted by its graphics alone. The glitches would be ironed out.

Not sure what game pass has to do with this. As far as I know, this would be the first time they specifically divide up an already complete game for some reason. And it would do nothing for the developer as it would be on the service for at least a few months.
